That single fact changes everything about how the asset is run. Residents own their homes and rent the lot beneath them. They do not move out when they are unhappy; moving a home is expensive enough that they stay and the dispute persists. And the tenancy is governed by a separate statute with longer notice periods and narrower grounds than the one covering apartments.

Lot-Rent Communities

The standard model: residents own their manufactured homes and rent the lot. The operator's product is the site and the infrastructure serving it — roads, water and sewer, drainage, lighting, and common areas. Revenue is stable and turnover is low, which makes infrastructure condition and expense control the main levers on net operating income.

Communities With Park-Owned Homes

Where the operator owns some of the homes as well as the lots, two different tenancies exist side by side under different rules, and the operator has taken on a depreciating asset with its own maintenance obligations. The mix needs to be tracked deliberately rather than allowed to drift.

Age-Restricted and 55+ Communities

Age-restricted communities carry occupancy verification and record-keeping obligations under federal housing law that have to be administered consistently, not casually. Getting this wrong is a fair housing exposure.

RV and Mixed Communities

Communities combining manufactured home sites with recreational vehicle sites are common in this region. Whether a given RV tenancy falls under the manufactured housing statute or elsewhere depends on the specifics of the site and the arrangement, which is exactly the kind of question worth settling correctly rather than by assumption.

Resident-Owned Communities

Our Mobile Home Community Services

  • Lot rent collection and accounting: Billing, online payment, and follow-up, with reporting that separates lot rent from utility recovery and other charges so an owner can see what is actually performing.
  • Utility infrastructure management: In most communities the operator owns the water, sewer, and sometimes electrical distribution beyond the meter. That infrastructure is frequently decades old, and it is the largest single source of unbudgeted capital events in this asset class. We track condition, plan replacement, and administer submetering and utility recovery where the community is set up for it.
  • Roads, drainage, and common areas: Paving, stormwater, lighting, tree and vegetation management, and shared facilities maintained on a schedule.
  • Rules administration and resident relations: Community rules applied consistently and documented. In a community where residents stay for decades, inconsistent enforcement is remembered and eventually becomes a dispute the operator loses.
  • Tenancy administration and notices: Written rental agreements, renewals, and statutory notices handled to the requirements of Washington's manufactured housing statute.
  • Home sales and site transfer coordination: When a resident sells their home in place, the transaction touches the operator — application, approval, and a new tenancy. Handled well, occupancy stays continuous.
  • Vacant site marketing and fill: Filling vacant sites is a different exercise from leasing apartments and is often the largest available upside in an under-managed community.
  • Vendor management: Sourcing and supervising the trades, with scope and pricing reviewed.
  • Owner reporting: Monthly financial reporting through the AppFolio owner portal.

Washington's Manufactured/Mobile Home Landlord-Tenant Act

Manufactured home communities are not governed by the Residential Landlord-Tenant Act that covers apartments and rental houses. They fall under Chapter 59.20 RCW, the Manufactured/Mobile Home Landlord-Tenant Act (MHLTA), which covers the relationship between a landlord and a tenant renting a mobile home lot in Washington.

Two features of that statute shape day-to-day operations. First, the tenancy must rest on a written rental agreement signed by both parties before the tenant moves in, and written agreements — including the original park rules — renew automatically for the same length of term, with year-to-year agreements renewing on the anniversary of the beginning of occupancy. Second, the MHLTA also reaches recreational vehicles or trailers a resident owns on a rented lot in a park where the unit is permanently or semi-permanently attached to the site. The practical consequence is that the rules in force at the start of a tenancy travel with it through automatic renewals. Communities that never documented their rules properly, or that changed them informally over the years, often find that the enforceable rule set is not the one taped to the laundry room door.
