Maintenance in an apartment building is a throughput problem, which makes it different in kind from maintenance on a single rental house. The work is not harder; there is simply more of it arriving continuously, and the constraint is how much can be processed rather than whether any individual job can be done.
That has two consequences. Response times are a function of scheduling capacity rather than effort, so a backlog is a systems problem and not a motivation problem. And make-ready throughput directly determines revenue, because every day a vacant unit is not ready is a day it cannot be leased.

Service Requests and Triage
Requests arrive through the resident portal, which timestamps and records them. That record matters more at building scale than at single-unit scale, because it is the only way to see patterns — the same component failing across multiple units, or one stack generating repeated plumbing calls.
Triage sorts requests into emergency, habitability, and routine.
Emergencies — no heat, no water, active leaks, anything affecting safety or security, lift entrapment — get immediate response regardless of hour.
Habitability items move on the statutory clock, which begins when the resident gives notice rather than when anyone reads the message. In a building with dozens of units this is a compliance process rather than an occasional judgement call.
Routine items are scheduled, and this is where resident satisfaction is actually won or lost. A routine request handled in three days is experienced as a well-run building; the same request handled in three weeks is the reason a resident does not renew. See Resident Retention.
Entry for repairs requires proper notice, and at building scale that has to be a standard practice rather than a case-by-case decision.
Make-Ready Throughput
Once a unit is vacant, days are money — and unlike service requests, this work has a defined start and a defined finish, which makes it measurable and improvable.
The controls that shorten a turn are unglamorous:
Inspect at notice, not at move-out. Knowing what the unit will need weeks in advance allows materials to be ordered and trades to be booked before the resident has left, rather than starting the process from zero on the day the keys come back.
Sequence the trades. Paint before flooring, anything requiring an empty unit before anything that does not, and cleaning last. A turn done in the wrong order gets redone.
Standardise finishes. A building using one paint colour, one flooring specification and consistent fixtures turns units faster and holds less stock. Buildings that have accumulated four paint colours across decades of individual decisions pay for that every single turn.
Define the standard. What a make-ready includes should be written down, so that the result is consistent and the cost is predictable.
Inspect at completion. Before the unit goes back on the availability list, not after a new resident reports a problem.
Throughput is worth measuring as average days from move-out to rent-ready. It is a number that improves when someone is watching it and drifts when nobody is.
Preventive Work in This Climate
Apartment buildings in the Puget Sound region fail in predictable, water-related ways, and every one of them is cheaper on a schedule.
Gutters and downspouts cleared twice yearly on treed sites. Roof inspection before each wet season. Moss treatment. Exterior sealing and paint, which is waterproofing before it is appearance. Crawlspace and drainage monitoring. Extractor fans in bathrooms and kitchens, which in a multi-unit building are the difference between managing moisture and generating mould complaints. Dryer vents, which are a fire risk and are almost never checked in buildings where residents have in-unit laundry.
Common systems need their own schedule: boilers and heating plant serviced before the season, lift maintenance and inspection, fire alarm and sprinkler testing at required intervals, and emergency lighting.
Vendors at Scale
A building generates enough recurring work to be a meaningful customer, which changes what it can negotiate.
That produces better pricing than a single-property owner can obtain, and more importantly better response times — a vendor with steady volume from a building prioritises it. The trade is that a building dependent on one vendor per trade has no fallback when that vendor is unavailable, so maintaining a secondary option for each significant trade is worth the small inefficiency.
Scope is defined before work and reviewed after. Invoices are checked against agreed pricing, because rate creep on recurring work is common and invisible unless someone compares.
Where Maintenance Becomes Capital
The service record is the most useful capital planning input a building has.
A component failing repeatedly across units — a run of water heaters at the same age, a heating system needing progressively more attention each winter — is not a maintenance problem. It is an asset reaching the end of its life, and the correct response is a planned replacement programme rather than continued repair.

On-Site Staff and Coverage
Buildings above a certain size support on-site maintenance staff, and where that line sits is a real operating decision rather than a formality.
On-site staff respond faster, know the building's quirks, and handle the continuous small work that would otherwise require a call-out for each item. Against that, they are a fixed cost regardless of demand, they need supervision and equipment, and their capability is bounded — specialist work still goes to trades.
Most buildings end up with a hybrid: on-site or shared staff for routine work, turns and preventive tasks, with contracted trades for anything specialist. The judgement is where to draw the line, and it moves with building size and with how much work the building actually generates.
Coverage outside business hours needs a defined answer either way. Emergencies do not observe office hours, and a building whose after-hours plan is "call whoever answers" pays for that in both response time and price. Residents also need to know how to reach someone at 11pm, because the alternative is a resident deciding for themselves whether a leak can wait until morning.
